Minimum Requirements:

  • LLB Degree
  • Admitted attorney and in good standing with the relevant law society
  • Drivers licence
  • 6 years working experience in legal environment

Core Responsibilities:

  • Assist with the drafting of bid specification Service Level Agreement / Supply Contract and ensure effective implementation thereof.
  • Implement operational plans, standard operation procedures, initiatives and projects relating to contract compliance and management.
  • Advice on specialised procurement and draft all relevant documents to comply with legislation, policies and procedures
  • Monitor the implementation of all contracts relevant to the Division and advise on action to be taken in case of breach and non-compliance
  • Develop a risk register, a monitoring and reporting system to report on mitigating actions and legal developments impacting IRPTN
  • Analyse the Service Level Agreements/ Contracts to ensure comprehensive specialised legal support to Transport Department/IRPTN and that parties' obligations in terms of the contracts are properly documented, managed and enforced.
  • Ensure efficient management and control of resources and budget in accordance with the MFMA and Treasury Regulations, CoE Policies, Risk Management Principles and Corporate Governance processes and regulations
  • Advice and guide the Roads and Transport Department of the City on compliance with the National Land Transport Act, in particular negotiated agreement with relevant Transport Stakeholders for Bus Rapid Transport.
  • Ensure efficient adherence and compliance with contract management prescripts as stipulated on the Municipal Finance Management Act (MFMA), Municipal Systems Act and other relevant contract management policies and legislation.
