Job Purpose:

To function in a supervisory capacity to a group of Building Inspectors to control the building process by evaluating building plan, conducting building inspections and effecting law enforcement in terms of the National Building Regulations and Building Standards Act, 1977 (Act 103 of 1977) as amended and other related legislation.

Minimum Requirements :

  • National Diploma in Civil Engineering, Structural Engineering, Architecture, Building Management, Building Science, Building Surveying or Quantity Surveying as per National Building Regulations NQF Level 6 qualification
  • Background in Building Control
  • 3 years’ experience in Built Control. At least 2 years spent in a supervisory role in the building industry.

Core Responsibilities:

  • Oversee and conduct quality control of building inspections, ensuring inspections are completed within prescribed timeframes and standards.
  • Supervise and support Building Inspectors, including work allocation, quality assurance and technical guidance.
  • Provide technical advice on the interpretation and application of the National Building Regulations and Building Standards Act and related legislation.
  • Oversee the assessment of building plans, demolition applications and other building control applications to ensure compliance.
  • Manage and make recommendations on the issue or refusal of Certificates of Occupancy and permission to occupy buildings in accordance with applicable legislation.
  • Manage building control enforcement and compliance, including action against unauthorised, unsafe or non-compliant building work.
  • Oversee demolition applications and ensure that demolitions are properly authorised and comply with municipal and legal requirements.
  • Engage with property owners, professionals, applicants and other stakeholders and provide clear advice on building control requirements.
  • Monitor inspection performance, maintain accurate records and consolidate building control statistics and reports.
  • Support effective governance, risk management, financial control and continuous improvement within the Building Control function.
