Job Purpose:

Develop, manage and monitor departmental functional plans and related policies, enabling compliance to legislation throughout the departmental and organisation

Key performance areas:

  • Monitor, oversee and drive the development of long, medium and short term master plans, capital investment programs and strategies with respect to storm water management
  • Monitor, oversee and drive the development of long, medium and short -term master plans, capital investment programs and strategies with respect to road infrastructure.
  • Monitor, oversee and drive the development of strategies and capital investment programs with respect to traffic engineering.
  • Monitor, oversee and drive the evaluation of land use applications submitted to the Department.
  • Monitor, oversee and drive the development of long- term strategies in the department in order to direct master plans, capital investment programs, and strategies with respect to road and storm water functions.
  • Monitor the implementation of the budgets, plans and strategies by the other divisions of the department and evaluating the outputs verses the intended outcomes such plans.
  • Conducting regular research in the relevant disciplines in the department, at strategic level, guiding disciplines with respect to appropriate policy and by-law development.
  • Ensure effective procurement processes for the appointment of service providers for the division.
  • Manage roads and storm water maintenance functions, ensuring effective identification of need, requirements, measurements, reporting and communication
  • Assess, plan, manage, control and implementation of the Operational and Capital Budget for the Division.
  • Administer and control the functioning of the Division.
  • Managing and aligning processes relating to contract obligations against general principles of law and statutory regulations, and
  • Identification of potential risk and the management and mitigation thereof.

Core Requirements:

  • B Degree in Civil Engineering (BEng/BTech) or relevant equivalent
  • Registered with ECSA as a Professional Engineer or Professional Technologist (Civil Engineering)
  • 8 years’ relevant management experience of which at least 4 years’ must have been at senior management level
  • Strategic capability and leadership skills
  • Operation financial management competency
  • Strong stakeholder relationship skills
  • Programme and management skills
  • Sound understanding of Roads and Storm-water infrastructure planning and management

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.

Appointments will be made on a permanent basis to comply with the Local Government: Municipal Systems Amendment Act, 3 of 2022 and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest.
