Job Purpose:
To supervise, coordinate and monitor operations across the market halls, trading floors, platforms, receiving and dispatch areas to ensure lawful, safe, hygienic, orderly and efficient fresh-produce trading. The post ensures compliance with market by-laws, standard operating procedures, food-safety and occupational-health-and-safety requirements; safeguards the integrity of consignments, stock movements, weighing processes and operational records; resolves floor-level disputes and customer queries; and leads Floor Inspectors in delivering consistent market-control services.
Minimum Requirements:
- Supervise and deploy Floor Inspectors across halls, platforms, gates, receiving, dispatch and other operational control points. Allocate daily work, conduct shift handovers, monitor attendance and performance, coach staff, verify completed work and escalate capacity or conduct concerns.
- Oversee and management the verification of consignment and stock information, including producer or supplier, market agent, product, quantity, packaging, grade, receipt, movement, discard and dispatch details. Conduct reconciliations and stock counts, investigate discrepancies and maintain an auditable record trail.
- Respond to and resolve operational complaints and disputes involving buyers, market agents, producers, transporters, workers and municipal services. Record incidents, preserve evidence where applicable and escalate matters outside delegated authority.
- Inspect fresh produce and its handling conditions for visible quality, classification, packaging, labelling, contamination, deterioration, damage or other non-compliance. Isolate or halt affected consignments within delegated authority and refer food-safety matters to authorised health or quality officials.
- Monitor hygiene, housekeeping, waste handling, pest-risk indicators, spillages, cold-room or hall conditions, pedestrian and vehicle movement, emergency routes and the safe stacking and storage of produce. Initiate immediate corrective action and report hazards.
- Use municipal resources responsibly, comply with financial controls and delegated procedures, identify wastage or operational inefficiencies and recommend practical improvements to floor-control processes.
- Promote customer service and fair trading through consistent application of rules, clear communication, timely resolution of queries and professional stakeholder engagement in line with Batho Pele principles.
- Coordinate operational responses with Market Operations, Environmental Health, Security, Facilities, ICT, Finance, market agents and emergency services where required, and maintain clear escalation and handover records.
- Adhering to specified standards, policies and Standard Operating Procedures to prevent and reduce wastage on financial resources and escalate associated risk.
