Job Purpose:
To develop, manage and review ICT Architecture strategies, policy and plans, ensuring integrated business processes and systems that enable sustainable service excellence.
Key performance areas:
- Provide input to strategic capability and leadership to drive and integrate the ICT architectural framework and ICT Strategy
- Ensure effective operational processes for Architecture to facilitate, establish and review departmental functional planning practices, policies and procedures within area of accountability
- Create and drive strategic relationships with stakeholders for purposes of expectation management, knowledge sharing and integration
- Develop ICT Architecture implementation programmes and communication plans to ensure the effective rollout and implementation
- Scan external environment to identify and take advantage of new knowledge of related acts, regulations & regulatory frameworks to improve results
- Prepare and deliver monthly and quarterly reports as per developed set standards and requirements, legislation and regulations
- Plan, design and build an IT Infrastructure Architecture at Enterprise level that meets organizational requirements
- Implement good governance and apply risk knowledge and skills within the parameters of prescribed regulatory and best practice framework for good corporate governance
- Identify, analyse and interpret KPI's timeously to mitigate against potential risks, and recommending corrective measures
- Ensuring the integrity and effective administration of financial risk management processes
- Overseeing the preparation of monthly and annual budgets and financial reports in accordance with statutory and Council presentations
- Ensure customer service orientation to promote people-centered and efficient service delivery by the Department in line with Batho Pele principles
- Optimise human capital through integrating and optimising functional activities, processes or systems across an internal value chain
- Ensuring timeous, clear contracting and assessment of performance expectations with direct and indirect reports in line with organisational objectives
- Provide meaningful context, setting performance standards in order to enhance productivity, capacity and high staff morale
- Lead and manage teams by providing context, setting performance standards and educating on process, quality and policy
Core Requirements:
- Relevant postgraduate degree in Information Technology or relevant equivalent NQF Level 8
- NQF Level 5 Finance Management Qualification in MFMA in terms of National Treasury requirement would serve as an advantage
- 5 - 8 years’ experience in a similar environment
- Financial Management & Problem-solving Skills; Institutional process analysis and redesign knowledge and experience; Risk and compliance knowledge; People management and empowerment skills; Quality orientation; Effective Communication Skills with the ability to build trusting relationships; Capacity to withstand stress; & Operation Planning and Reporting Skills.

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.
Appointments will be made on a permanent basis to comply with the Local Government: Municipal Systems Amendment Act, 3 of 2022 and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest.
