Workplace: Cnr Swart & Pretoria Street, Kempton Park

Purpose:

The key purpose of this position is to provide integrated transport infrastructure, public transport system, Roads and stormwater services as well as centralised fleet management and provide strategic direction on general policy regarding public transport operations, workshop and vehicle management and IRPTN management.

  • Establish and drive an integrated, sustainable and holistic transport and fleet management system that meets transport demands.
  • Translate organisational strategy into operational objectives and service delivery objectives, whilst ensuring delivery of strategic transport and fleet management plans.
  • Maintain strategic relationships for the purposes of expectation management, knowledge sharing and integration.
  • Drive the design and implementation of the integrated Rapid Public Transport Network.
  • Provide centralized end-to-end management of fleet in respect of acquisition, maintenance and disposal value chain to maximize vehicle utilization.
  • Drive organizational governance and compliance processes and practices as determined by internal stakeholders, specialists, industry groups and legislative requirements.
  • Oversee and facilitate the development, alignment and implementation of effective transport and fleet management delivery programmes across the organization.
  • Render advice and report on EBC, public transport and fleet management, enabling scrutiny and departmental accountability.
  • Ensure that strategy and the operating model is adequately budgeted for through the development and implementation of a fit for purpose budget.
  • Facilitate key developments whilst providing specialist relevant coaching to key stakeholders, leaders and executives.
  • Prepare and deliver detailed monthly, quarterly and annual reports as per set standards and requirements, legislation and regulations.
  • Ensure the integrity and effective administration of roads and stormwater delivery processes.
  • Drive and ensure rehabilitation, replacement and upgrading of infrastructure and necessary logistics, including rail sidings.
  • Ensure the implementation of the comprehensive integrated transport plan from a roads and stormwater perspective.
  • Drive innovative approaches to roads and stormwater infrastructure development and maintenance, benchmarked with global best practices.
  • Find creative approaches to promoting job creation and enterprise creation in the development and maintenance of roads and stormwater infrastructure.

Core Requirements:

  • Bachelor's degree in civil engineering / engineering/ construction management or equivalent NQF 7 qualification
  • A Masters / Higher Degree qualification (Civil Engineering) will be added advantage
  • Registration as a Professional Engineer or Professional Technologist with the Engineering Council of South Africa (ECSA) will be an added advantage
  • 10 years' management experience of which at least 5 years must have been at senior management level
  • Extensive strategic leadership experience and competency
  • Financial management qualifications and experience as per the Local Government Municipal Management Act
  • Ability to utilize tools and techniques to re-engineer / re-design business processes / systems
  • Proven strategic, visionary acumen and drive
  • Advanced project and programme management skills
  • Business and financial acumen Excellent problem-solving skills
  • Excellent people and communication skills

Note: The successful candidate who does not have the NQF Level 5 Finance Management qualification will be required to obtain it within 18 months, in terms of the National Treasury Requirement.

Appointments will be made on a 5 (five) year fixed term and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest. Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes. (To comply with the Local Government; Municipal Systems Amendment Act 3 of 22, only once approved by Council.)
