Workplace: Cnr. Trichardt & Commissioner Street, Boksburg

Job purpose:

To ensure optimisation of the Divisional delivery value chain, through strategic planning, control and alignment of functional frameworks and operational delivery regarding ICT Operations Environment (Infrastructure Network Support, Datacentre Maintenance and Field Service Support).

Key performance areas:

  • Develop, integrate and monitor ICT operational strategies and plans, including maintaining strategic relationships to manage expectations
  • Define and integrate risk mitigation policies and processes for critical risks and frameworks and ensure alignment with the ICT regulatory framework
  • Plan, organize and Manage staff and overall operations to ensure stable operation of the organization`s IT infrastructure
  • Develop, maintain, support and optimize key functional areas, particularly network infrastructure, server infrastructure data communication and tele-communication systems
  • Schedule and Direct activities to resolve hardware and software problems in a timely and accurate fashion
  • The Division Head will also work closely with the IT executive staff and decision makers in other departments to identify, recommend, develop, implement, and support cost-effective infrastructure solutions for all aspects of the organization
  • Develop ICT operational implementation programmes and communication plans, ensuring effective rollout and implementation
  • Ensure optimal management of the ICT service desk
  • Facilitate the development of programme plans that align information in projects, resources, timelines, monitoring and control
  • Ensure effective financial management, control and corporate governance throughout area of accountability
  • Ensure development of a functional Disaster Recovery Plan
  • Conduct feasibility studies for various upgrade projects, improvements and other
  • Develop and manage service level agreements for services sourced from external service providers
  • Assist with planning and deployment of infrastructure security measures
  • Prepare RPF's bid proposals, contracts, scope of work reports and other documentation for infrastructure and operations projects and associated efforts

Core Requirements:

  • A B Degree in ICT or relevant equivalent NQF Level 7 qualification
  • A postgraduate will serve as an added advantage
  • In addition must have network, Telecommunications or ICT security certification
  • 8 years’ relevant management experience of which at least 4 years’ must have been at Middle Management level
  • Strategic capability and leadership skills
  • Have the ability to apply risk management strategies
  • The ability to support and implement good governance, ethics and values
  • Knowledge of relevant legislation
  • An understanding of political and administrative structures
  • The ability to implement innovative service delivery methods
  • People management and empowerment skills
  • Operational financial management skills
  • An understanding of Standard Operating Procedures (SOPs)
  • Knowledge and understanding of internal and external IT environments
  • An understanding of business technology

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.

Appointments will be made on a permanent basis to comply with the Local Government: Municipal Systems Amendment Act, 3 of 2022 and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest. Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes.
