Job Purpose
Responsible for efficient and effective Human Resources and Financial Management (planning, organizing, leading, coordination and control) of the Property Management Division at Regional level and to Manage all Properties in the Property Portfolio of Council as well as all Property Management processes (including customer, revenue enhancement and contract management practices) at Regional Level to minimize risk and ensure social, environmental, economic and strategic returns of the portfolio, with due regard to Property legislation, policies, supply chain management and procedures of Council.
Minimum Requirements:
- Bachelor's degree in Real Estate or Law or Public Administration
- A valid driver's licence
- 5 to 8 years' experience in a management role in Property Management (Leasing, Acquisitions, Disposals etc)
- Human Resources and Financial Management of the Property Management Division at Regional level, and all properties in the Property Portfolio of Council
- Ensure the division meets its strategic objectives to maximise economic, social and environmental returns from its property portfolio; reductions of business costs and protection of Council's interest.
- Provide inputs on Property Management, Departmental policies and promote business strategy
- Lead and monitor the management of Regional offices in respect of processing of applications for lease or purchase of Council property and management of the regions' lease portfolio
- Ensure that effective and efficient operational processes are constantly developed and improved to meet all the departmental goals and objections
- Ensure that Property management inspections reports are appropriately compiled, recorded and read in conjunction with the relevant reports to Council
- Manage Councils lease portfolio by collaborating with relevant units to give effect to Departmental Real Estate Strategy and Lease policy
- Monitor the effective management of the Councils property portfolio by ensuring compliance with legal contracting requirements
- Comply with the requirements of MFMA in respect of collection of monies owed to the City and other relevant legislation.
- Collaborate Facilities Management Division to ensure development of pro-active maintenance strategy and program
- Maintain Regional offices and Department communication and liaise strategically with internal and external stakeholders
- Manage and ensure compliance with appropriate Service Level Agreement's to give effect to service delivery priorities and strategies of Regional office and the Division/Department

The successful candidate will be required to sign a performance contract as per Council resolution.
