Job Purpose:

To render efficient service delivery within the Motor Vehicles Registering Authorities (MVRAs), Driving License Testing Centers (DLTCs), Vehicle Testing Stations, Business Desk, Monitoring and Evaluation by ensuring compliance with National Legislation and Provincial Regulations through Policy and Procedure driven management

Key performance areas:

  • Grade 12
  • Valid driver's license (at least Code B)
  • No criminal record or illicit activity recorded
  • Relevant Bachelor's Degree NQF 7
  • Knowledge of relevant legislation acts and frameworks
  • PFMA/MFMA Certificate of Equivalent NQF Level
  • 8 years' experience in licensing environment, of which at least 4 years must have been at Middle Management level Strategic capability & Leadership

Core Requirements:

  • Render efficient service delivery within the Motor Vehicles Registering Authorities (MVRAs), Driving License Testing Centres (DLTCs), Vehicle Testing Stations, Business Desk, Monitoring and Evaluation by ensuring compliance with National Legislation and Provincial Regulations through policy and procedure driven management
  • Provide strategic capability and leadership to ensure that organisational demands are met and to enhance service delivery
  • Manage operational and administrative functions to ensure an efficient and effective administration process that promotes a good image of EMPD that is to be upheld through public relations and in accordance to the Batho Pele principles
  • Manage and oversee implementation of governance, compliance, integrity and ethics frameworks to ensure high standards of ethical conduct, integrity and good governance
  • Oversee and manage licensing's financial processes in accordance with MFMA to ensure compliance with financial controls as contemplated in the MFMA
  • Oversee the delivery of services and identifies the needs of the CoE residents to establish stakeholder relations and meet the expectations and requirements of internal and external customers
  • Manage personnel and performance to optimize human capital morale, efficiency and productivity

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.

Appointments will be made on a permanent basis to comply with the Local Government: Municipal Systems Amendment Act, 3 of 2022 and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest. Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes.
