Minimum Requirements:

  • Relevant B Degree in Public Administration / Local Government or relevant equivalent NQF Level 6 qualification
  • 8 years' experience in managerial experience
  • Leadership and management skills
  • Good communication and interpretation skills
  • Report writing skills
  • Performance and stakeholder management skills
  • Interpersonal and negotiation skills

Core Responsibilities:

  • Implement operational, strategies, processes, systems and procedures to ensure overall administrative functionality of the wards in the region
  • Supervise personnel and manage other resources to ensure the proper execution of the section's functions to ensure minutes of meetings are accurately compiled, reflective of discussions and verified prior to circulation
  • Direct, control and supervise personnel to ensure compliance to Council policies and procedures for the division to perform its expected functions
  • Ensure administrative and logistical support to Ward Committees to ensure Ward Committees are well resourced and enabled to carry out their duties and responsibilities
  • Ensure administrative and logistical support to Ward Councillors to enable Ward Councillors to optimally perform their functions
  • Provide summarised formatted information to the Council on Ward Committee activities to keep Council informed about Ward Committee activities and utilize formatted information as a tool for monitoring and evaluation
  • Implement financial control measures and capital budgetary coordination to ensure compliance with the Council policies and procedures as contemplated in the MFMA
  • Ensure compliance with the Council procurement policy and procedures to ensure compliance to Council policies and procedures
  • Ensure implementation of legislature outreach programs to ensure implementation and compliance with the processes
