Minimum Competence requirements & Core Requirements:

  • Bachelor’s degree in engineering (at NQF 8) aligned with:
  • MSR2 Level 5 designation of Chief Engineer or Department Head
  • ECSA’s IDoWE, for complex engineering problems and complex engineering activities
  • Registration with the Engineering Council of South Africa as a Professional Engineer
  • The MSR stipulates either registration or eligibility for registration with ECSA
  • ECSA’s IDoWE, for complex engineering problems and complex engineering activities requires registration as Professional Engineer
  • Relevant bachelor’s degree in business or finance (at NQF 7)
  • To enable turnaround of the service and move from a technical department to a functional trading service, a business qualification is essential
  • MFMA minimum competence (or commitment to achieve within 12 months)
  • Computer literacy: MS Office (MSR)
  • A Master’s degree in business administration (MBA) or equivalent will be an added advantage.
  • At least 10 years management experience in trading services, of which at least five (5) must have been at a Middle Management level, in a management position with similar scope and complexity

Key performance areas:

  • Develop and implement organisational strategy in terms of the provision portable Water & Sanitation and providing strategic direction in meeting departmental and organizational objectives.
  • Creating, driving and maintaining strategic relationships with decision makers and interest groups for purposes of expectation management, knowledge sharing and integration
  • Communicating a meaningful strategic context that articulates the Business Unit’s purpose and vision in support of CoE’s vision & direction and directs best practice
  • Define a vision for the Business Unit, in support of and aligned to the organization mandate and model
  • Develop and align the Business Unit operating model and value chain in relation to the organizational mandate in partnership with stakeholders
  • Establish & manage strategic internal & external relationship inclusive of customers, service providers & relevant legislative agencies & Structures
  • Take accountability for the development and implementation of a Business Unit strategy that is aligned to the organisation’s strategic objectives
  • Translate strategic objectives into tactical service delivery plans and targets for the Business Unit in support of the organizational direction
  • Render effective direction in terms of development, implementation and governance of By-Law compliance throughout the Organisation
  • Effectively manage and lead the Business Unit.

Purpose and Turnaround Responsibilities:

To lead the provision of Water & Sanitation trading service in the metro in line with business principles that will support the turnaround of the service to a viable and sustainable utility that enables economic growth and satisfactory service delivery.

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.

Appointments will be made on a permanent basis to comply with the Local Government: Municipal Systems Amendment Act, 3 of 2022 and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest. Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes.
