Key performance areas:

  • Develop, monitor and advise on a financial planning delivery framework and strategy ensuring compliance with practices and legislative requirements
  • Develop, plan and drive an overall project implementation strategy
  • Implement, plan drive and overall departmental operational plan for accounting and financial requirements
  • Ensure financial management, control and monitoring of the total capital and operational budgets of the final reporting thereof to the Nation Treasury, National Department of Transport and CoE Finance Department, compliance with all MFMA process and Treasury policies
  • Implement balanced financial analysis and economic projections of revenue and expenditure to ensure sound operational and financial management of the IRPTN
  • Take overall responsibility for monthly, quarterly and annual financial reporting requirements, including financial statements and performance reports
  • Develop and implement financial plans and financial forecasting based on operational and business plan of the IRPTN
  • Exercise managerial oversight of financial modelling, business plans, feasibility studies and inputs in fare modelling and reporting on the financial implications thereof
  • Lead the annual budgetary process of the IRPTN, financial audit functions and the establishment of prudent financial accounting practices
  • Monitor supply chain management processes to ensure that correct tendering prescripts and procedures are followed at all times
  • Liaise and establish cooperation with the management support staff to ensure budgetary planning and controls are aligned with the IDP/Master Plans
  • Provide oversight of all financial aspects involving the IRPTN, including the financial analysis of projected and current capital and operational expenditure to ensure accountability and risk management
  • Ensure the anticipation and management of financial and administrative risks and put in place contingency plan to mitigate such risks
  • Ensure the strategic and management responsibility for the finance plans and budgets of the IRPTN are with accordance with the strategic thrusts of the Ekurhuleni Municipality
  • Oversee all budgeting aspects, including resources for planning, acquisition and maintenance, new infrastructure and the internal and external operational funds of the IRPTN
  • Ensure all economic and financial milestones related to the above functional areas are achieved within the time, cost and expenditure targets set for each phase of the IRPTN. Ensure application and maintenance of an effective, efficient system of internal controls
  • Coordinate development and delivery on service level agreements made with internal and external stakeholders that meet or exceed expectations
  • Ensure efficient financial management of the IRPTN planning processes, implementation and operations and all other financial elements of the IRPTN project

Core Requirements:

  • B Degree in Commerce/ Business Science/ Business Administration/Economic Science or relevant NQF level 7 Qualification
  • MBL/MBA will be an added advantage
  • 8 years relevant management experience in a similar environment of which 4 years must been in financial administration within programme or project management at senior management level Experience in working with stakeholders such as taxi industry would be an added advantage

Note: The successful candidate who does not have the MFMA minimum competency requirements will be required to obtain them within 18 months of appointment, in terms of the National Treasury Requirement.

Appointments will be made on a permanent basis to comply with the Local Government: Municipal Systems Amendment Act, 3 of 2022 and will be subject to the signing of an employment contract, performance agreement and disclosure of financial interest. Candidates will be subjected to relevant competency assessment as well as security clearance / vetting processes.
